Project Manager:

        Experience includes the management, preparation and completion of the following:  Phase I,
Phase II and Phase III Environmental Property Assessments performed for various private,
commercial, industrial and lending institutions; Removal and Closure of Underground Storage Tank
Systems – Involving professional certified oversight and sampling provided during closure
procedures, the preparation of Closure Assessment Reports, Site Checks, Site Investigations,
Corrective Action Plans, State Fund Reimbursement Applications and the performance of various
other requirements as mandated by Federal, State and Local Regulatory Agencies; The planning
and implementation of various types of soil and groundwater remediation systems; The preparation
of Commercial and Industrial Best Management Practices Plans; The preparation of Groundwater
Protection Plans; The preparation of Environmental Impact Studies as they relate to private and
commercial properties; Performance of site surveys utilizing Total Station and Survey Software; and
various other environmentally related investigative impact determination studies.

        Project Management duties include the oversight of environmental issues relative to site
assessments, UST removals, site investigations, and property remediation for the following clientele:  
John W. Clark Oil Company, Inc.; Thoroughbred Energy, LLC; Cumberland Lake Shell, Inc.; Bulk
Plants, Inc. and Clarks Pump and Shops, Inc.
Mr. Phillips has over 20 years experience
in the environmental consulting field,
providing extensive professional
experience in the investigation and
remediation of various types of
environmentally impacted properties.  Mr.
Phillips has performed or supervised the
completion of many environmental site
assessments and prepared numerous
remedial action plans on a variety of
properties for both private and corporate
clientele.

Mr. Phillips presently serves as Senior
Project Manager and directs and
supervises Shield’s Environmental
Technical Staff.  Professional duties
include environmental consulting, project
bidding, project planning, estimating,
negotiating contracts,  client financial
reimbursement and direct interaction with
local, state and federal environmental
agency personnel.
